- Reduce the prison population by making more use of "house arrest" and surveillance via electronic monitoring of convicts. Especially do this with convicts who have costly medical conditions, so they may be discharged from incarceration and the state may be relieved from providing costly medical services to them.
- Reduce or eliminate prison sentences to those whose only conviction is for a minor drug offence. Reduce law enforcement costs by eliminating some of the more wasteful elements of the "War on Drugs" program.
- Allow states or local jurisdictions to experiment with legalization of marijuana, while continuing federal drug enforcement cooperation or assistance to states which desire such help. Let state law take greater priority in conflicts between federal and state policies on control of restricted substances.
- Expand the role of grand juries to give them power to review all detentions or convictions, including even those of suspected terrorists, perhaps having the jurors undergo security screening and issued secrecy clearances where national security is in question. Such review may or may not entail authority to order a re-trial or release of a detainee or convict.
